Mr. Kearnan consults frequently with attorneys, municipalities, county governments on legal disputes involving police practices, policies, and procedures. Much of Mr. Kearnan's cases deal with 1983 civil rights claims filed in federal courts in the areas of police use of force.
Mr. Kearnan will provide a practical and supportable opinion, based on methodology for opinions using pragmatic fact-based analysis process that is based upon verifiable discovery evidence that corroborates and substantiates the complaint with other discovery evidence made available that is reasonable, rational and credible.
Mr. Kearnan has established an excellent reputation as an expert witness in the 1990's and 2000's when he was a narcotics special agent and police detective resulting in a number of significant trial victories.
Opinions are developed based upon credibility discovery and other evidence in each case which will validates the lawful, necessary, and reasonable/appropriate operational response based upon the totality of facts and circumstances consistent with each incident. Mr. Kearnan will not accept any case in which he feels he cannot support as it relates to well-established police practices and procedures.
